The Scottish Parliament has voted to suspend decisions on planning applications for new artificial intelligence data centres for up to a year, amid growing concern over the pressure the rapidly expanding industry could place on electricity supplies, water resources and local communities.
Members of the Scottish Parliament backed a motion calling for new data-centre proposals to be paused while the Scottish Government develops national planning guidance and a strategy for hyperscale facilities. These are exceptionally large data centres built to process and store the vast quantities of information required by AI systems and other digital services.
More than 20 large data-centre projects have reportedly been proposed across Scotland as global investment in AI infrastructure accelerates. Among them is a proposed development at Auchtertool in Fife that has been described as potentially the second-largest data centre in the world.
The vote means planning decisions on new developments could be halted for up to 12 months while clearer national rules are established. MSPs also supported a requirement that projects should proceed only after robust environmental impact assessments examining their effects on surrounding communities.
The Scottish Government had already announced that large-scale data centres would be subject to mandatory environmental impact assessments. The parliamentary vote adds further pressure for a coordinated national approach rather than allowing major proposals to be considered individually without a clear assessment of their combined effect.
Although data centres are often presented as part of an invisible digital economy, they are physical industrial facilities requiring substantial amounts of land, electricity and cooling infrastructure. Powerful computer servers operate continuously inside the buildings, generating considerable heat that must be controlled through energy-intensive cooling systems, some of which consume large quantities of water.
Environmental campaigners have questioned whether Scotland’s electricity network can accommodate the proposed developments without affecting other consumers or increasing reliance on carbon-emitting energy sources. Concerns have also been raised about water use, construction, noise, effects on rural landscapes and the number of permanent jobs created once the centres become operational.
Kat Jones, director of Action to Protect Rural Scotland, described the parliamentary decision as a “landmark day” for communities worried about projects being proposed in their areas. She said the pause should give residents an opportunity to breathe while the government develops an appropriate national response. The Guardian
Supporters of new data centres argue that they could attract investment, strengthen Scotland’s digital economy and provide the infrastructure needed for AI research, cloud computing and other advanced technologies. Scotland’s relatively cool climate and growing renewable-energy sector have also made it attractive to developers seeking locations for large computing facilities.
However, critics say promises of renewable power and job creation must be examined carefully. They argue that approving numerous projects without measuring their combined demand could place severe pressure on the national electricity grid and undermine Scotland’s environmental commitments.
The controversy illustrates the less visible environmental cost of the global AI boom. Every question submitted to a chatbot, image produced by a generative system or task performed by an autonomous AI agent depends on computing equipment housed somewhere in a data centre.
As AI use expands across businesses, schools, healthcare systems and government services, demand for computing power is expected to rise sharply. The debate is therefore no longer limited to the capabilities of AI or its effects on employment. It increasingly includes questions about energy, water, land, planning and which communities will carry the physical cost of the technology’s expansion.
Scotland’s decision could become an important test of whether governments can balance the economic opportunities presented by AI with environmental protection and meaningful consultation with affected communities. It may also encourage other parts of the United Kingdom to examine whether existing planning systems are equipped to manage the scale and speed of AI-related infrastructure development.
