
The United States Agency for International Development (USAID) has placed approximately 1,600 employees worldwide on administrative leave as part of a workforce reduction initiative. The agency announced the decision in a statement titled “Notification of Administrative Leave”, published on its official website.
According to the statement, the administrative leave took effect at 11:59 p.m. EST on Sunday, February 23, 2025. The directive applies to all USAID direct-hire personnel, except those designated for mission-critical functions, core leadership roles, or specific priority programs.
“In conjunction with this move, USAID is implementing a Reduction-in-Force (RIF) that will impact around 1,600 personnel stationed in the United States,” the agency said.
Affected employees received official notifications outlining their employment status, benefits, and available options moving forward. “Individuals impacted will receive specific notifications on February 23, 2025, with further instructions and details on their rights and benefits,” the statement added.
Despite the sweeping changes, a select group of essential personnel will continue working to maintain critical operations. These individuals, identified by agency leadership, were informed of their roles by 5 p.m. EST on February 23.
The changes have significant implications for USAID’s overseas personnel, though the agency has pledged to ensure their safety. As part of the transition, USAID introduced a voluntary, agency-funded return travel program to assist affected employees returning home. Until their departure, they will retain access to essential agency systems and diplomatic resources.
“For overseas personnel, USAID is implementing a voluntary return travel program funded by the agency, along with other benefits. We remain committed to ensuring their safety, and until their return, they will retain access to necessary agency systems and diplomatic resources,” the statement read.
Additionally, employees without access to USAID systems were advised to monitor the agency’s website for updates. “Future guidance and notifications will continue to be communicated through official USAID channels and posted on USAID.gov,” the agency assured.
