
Rivers State Administrator Vice Admiral Ibok-Ete Ibas (rtd) has announced caretaker administrators for all 23 local government areas following the Supreme Court’s nullification of the October 2024 council elections. The full list of appointees includes:

- Barrister Ibiapuve Charles – Asari Toru LGA
- Mr. Kingsley N. Banigo – Bonny LGA
- Dr. Sokari Ibifuro Francis – Degema LGA

The appointments took effect on April 7, 2025, following the Supreme Court’s judgment that invalidated the previous local government elections held on October 5, 2024. The interim administration is currently preparing a new 2025 budget as it works to stabilize governance across the state. Political analysts note the appointments maintain ethnic and professional balance while opposition groups question the legality of the caretaker arrangements.
