Authorities in Benin have arrested five Nigerien nationals at the Port of Seme-Kpodji, accusing them of unauthorized entry, in the latest escalation of tensions between the neighboring West African countries.

The Nigeriens were detained late Wednesday, with officials alleging that at least two were agents of Niger’s military junta.

This incident at the port, crucial for Niger’s oil exports, underscores the growing diplomatic strain following the coup in Niger last July. Benin had previously closed its border with Niger under regional sanctions but recently reopened it. However, Niger’s military leaders have kept their side closed.

Beninese authorities accused the detained individuals of using fake employee badges from WAPCO Niger, the Chinese company managing the pipeline. Prosecutor Elonm Mario Metonou announced on national television that the individuals were posing as WAPCO employees to gain access to the port. The detainees include Ibra Hadiza, identified by Niger as WAPCO’s deputy general director, and four engineers on a supervisory mission.

Niger’s Oil Minister Mahamane Moustapha Barke condemned the arrests, accusing Benin of violating transport agreements which mandate the presence of officials from Benin, Niger, and China during oil loadings. He warned of potential shutdowns at the Koulele pumping station if the detainees were not released.

The diplomatic row has broader implications, with Niger accusing Benin of hosting French bases allegedly intended to destabilize Niger—a charge denied by both Benin and France. The border closure has negatively impacted Benin’s public revenues and increased food costs, sparking protests over the rising cost of living.
