Albania has made history by appointing the world’s first artificial intelligence-powered minister. Named Diella, meaning “sunshine” in Albanian, this fully virtual officeholder was unveiled by Prime Minister Edi Rama on Thursday as part of a cabinet reshuffle.

Diella, created with pixels, code, and machine intelligence, will oversee all public procurement processes. Rama described the AI minister as “the servant of public procurement” and announced a gradual transfer of tender decisions from human ministries to the AI. The goal is to make Albania’s public tenders fully incorruptible and transparent.

The AI minister is already familiar to Albanians as the force behind the e-Albania digital services platform, granting citizens access to government services online. Diella’s avatar, a young woman dressed in traditional Albanian attire, has been introduced to the public.

Beyond procurement, Diella is tasked with recruiting talent worldwide and removing administrative bias and rigidity. The move aims to address Albania’s longstanding issues with corruption in public procurement, a concern repeatedly raised by the European Union.

Prime Minister Rama, who won a fourth term in May 2025, has committed to pursuing EU membership by 2030, with Diella playing a key role in enhancing governance and transparency.
