Starting January 1, 2025, Milan has implemented the toughest smoking ban in Italy, outlawing smoking in all public spaces, including streets. Violators face fines ranging from €40 to €240 ($41 to $249), unless smoking in isolated areas at least 10 meters from others.

The ban, aimed more at combating pollution than health concerns, stems from a 2020 clean air bill that cited smoking as responsible for 7% of emissions in Milan and its suburbs. The city’s earlier regulations had already restricted smoking in playgrounds, bus stops, and outdoor sports facilities.

City officials say the initiative will enhance air quality and safeguard citizens from passive smoking. However, enforcement remains a concern. Lino Stoppani, president of Fipe Confcommercio, described the ban as “symbolic” and difficult to enforce, citing regulatory weaknesses and unclear application.

While Milan’s smoking restrictions are stricter than other Italian cities, similar rules exist. Turin prohibits smoking near children and pregnant women, and Rome still permits smoking at outdoor restaurant tables. The new rules could affect visitors during the 2026 Milan-Cortina Winter Olympics.

This latest move builds on Italy’s 2005 ban on indoor public smoking, further positioning Milan as a leader in public health and environmental initiatives.
