The Office of the Accountant General of the Federation (OAGF) has confirmed that federal tertiary institutions (FTIs) in Nigeria have been removed from the Integrated Personnel and Payroll Information System (IPPIS).

This move follows the government’s directive, allowing universities and other institutions to handle payroll separately through the Government Integrated Financial Management Information System (GIFMIS).

The removal of tertiary institutions from IPPIS was a major demand of the Academic Staff Union of Universities (ASUU), which has argued that IPPIS restricts universities’ autonomy. ASUU President, Prof. Emmanuel Osodeke, has criticized the government’s continued requirement for universities to submit payroll to IPPIS for verification, calling it a half-measure. He emphasized that universities should be fully in control of their budgets according to the University Miscellaneous Act 2012.

This shift in payroll management reflects ongoing tensions between ASUU and the government, as ASUU continues to advocate for full autonomy in managing university budgets and staff salaries.
